The Bush administration and New York cut a deal Saturday to create super-secure driver’s licenses for U.S. citizens, but also allow illegal immigrants to get a version.
The agreement will create a three-tier license system in New York. It is the largest state to sign on to the effort to make ID cards more secure.

Homeland Security Secretary Michael Chertoff said he was not happy New York intended to issue IDs to illegal immigrants. But ”federal law does allow states to make that choice,” he said.

New York will issue an ”enhanced driver’s license,” meant to be as secure as a passport, which will be valid at U.S.-Canadian borders.

A second version of the license will meet new federal standards of the Real ID Act.

A third type of license, marked to show it is not a valid federal ID, will be available to illegal immigrants.
